Project Description

The City of Clarence is one of four local government areas that form Greater Hobart. The City Heart including Rosny Park, Warrane and Bellerive, is Clarence’s principal activity centre and is a retail and services destination for local residents and workers, as well as for a growing and dispersed regional population.

Clarence City Council engaged MGS Architects in 2022 to lead a multi-disciplinary team to deliver the City Heart Plan. The Plan will be a holistic and integrated vision to guide and co-ordinate the future growth and development of Clarence’s principal activity centre and surrounding areas.

MGS and the consultant team have identified a range of key opportunities for the City Heart, including the need to increase visibility and inclusion of Aboriginal culture and heritage, and new locations for improved arts, culture and events facilities and spaces. In addition, there is a need to address an under supply of housing diversity and to plan for growth in retail, health and service employment with better management of parking and movement networks to support this growth.

The City Heart vision provides direction on the built form and placemaking outcomes required to create a unique sense of place and to leverage the City Heart’s most significant open space asset, the Rosny Parklands and Kangaroo Bay Rivulet corridor.

Importantly, the plan has been developed through a process of collaboration and engagement with Council and community, garnering overwhelming support for the ideas and concepts presented as part of the vision. Clarence City Council will be undertaking one final round of consultation on the draft Preliminary City Heart Plan prior to finalising the Plan late 2023.
